Strategic Data Lead (Two-Year Term)
Position Summary
Ulkatcho First Nation (UFN) Health and Wellness Department has been chosen by the BC First Nations Regional Information Governance Centre (RIGC) to be one of the BC First Nations Data Demonstration Projects “data demonstration project”. The First Nations Leadership Council (FNLC) has been mandated by resolution to advance the BC First Nations RIGC equipped with the knowledge, skills, and infrastructure needed to serve the information needs of First Nations governments. This means, Ulkatcho Health and Wellness will develop an Indigenous-led data strategy focused on data collection, indicator tracking, storing data in a culturally safe and Indigenous-led way, analyzing data with consideration and respect members, and centering reporting around community and culture. The project will also allow Ulkatcho Health and Wellness to evaluate the 5-Year Health and Wellness Plan on an ongoing annual basis.
Under the direction of the Ulkatcho Health Director, the Strategic Data Lead is a two-year term position with option to expand based on available resources depending on phase two of the project. The Strategic Data Lead will be responsible and accountable for the implementation of the data demonstration project and working with the UFN Chief and Council, community members and Ulkatcho Health Team, including the RIGC and partners. This includes the development of a data strategy, and other project deliverables outlined in the agreement between the Ulkatcho First Nation and the First Nations Summit Society.
The Lead will develop a data strategy with ongoing community engagement, communications, collaboration, and planning effort and support for the Ulkatcho Health Team. You will work to support local community engagement activities to advance the deliverables of the project and engage when appropriate. In addition, you will ensure that engagement functions and resources are effectively integrated, organized and leveraged to meet strategic and operational needs in alignment with the UFN five-year strategic plan, UFN five- ear health and wellness plan, and the evaluation plan.
Duties and Responsibilities:
· Provide strategic leadership to the development of an Indigenous-led governance structure and data strategy with a focus on building capacity and expertise in Indigenous data collection, designing indicators through a self-determining approach, collecting and storing data in a culturally safe and Indigenous-led way, analyzing data with consideration and respect for Ulkatcho members, and centering reporting around Ulkatcho members and culture.
· Oversee and coordinate the data demonstration project activities and staff, support and or contractors with the project across departments and budgets.
· Lead project management of the data demonstration project with tracking software.
· Facilitate discussions related to advancing the project, decision-making, and action.
· Provide strategic engagement related to communications, collaboration and planning efforts related to all aspects of the data demonstration project.
· Provide regular briefings to the UFN Chief and Council, Health Directors, Partners and funders on an ongoing basis related to the project deliverables.
· Complete the needs assessment to the BC RIGC as part of the initial project phases.
· Develop an RFP and obtain project support in alignment with approved resources.
· Gather and digitize previous survey information to establish evaluation baseline data.
· Develop survey instrument to support interviews and focus group guides for indicators.
· Develop of document review guide for indicators requirement document review.
· Identify data system requirements needed to capture required evaluation data in partnership with the BC RIGC.
· Submit ongoing progress report to the BC RIGC, including final reports.
· Develop policies to govern evaluation data collection and stewardship to support the data demonstration project in alignment with the Ulkatcho Health and Wellness plan.
· Develop training and change management approach for policy requirements.
· Create future opportunities for phase two of the data demonstration project that can include online data platform, and additional resources and partners.
· Create future capacity in community with permanent data champions.
· Other duties as needed.
Qualifications:
· Pursuant to section 41 of the British Columbia Human Rights Code, preference will be given to applicants of Aboriginal Ancestry.
Education, Training, and Experience
• A degree or diploma in social work, healthcare, or a relevant field. Completion of a Masters level, Indigenous Data Governance course is an asset.
• Three to five years of related experience working in a healthcare environment, including direct, successful experience working with Aboriginal communities, preferably within Health Care.
• OR an equivalent combination of education, training, and experience.
• Preference will be given to candidates proficient in one or more Indigenous languages.
Skills and Abilities:
• Demonstrated knowledge, experience, and understanding of Aboriginal people and their culture.
• Knowledge of federal, provincial, territorial, regional, and Aboriginal organizations mandated to provide health services.
