Ulkatcho First Nation Request for Proposal (RFP)
Due Date: 5:00 pm PST on Thursday, May 28, 2026
Preamble - About Ulkatcho First Nation
Ulkatcho First Nation (UFN) are sui generis from three different ancestral backgrounds: Dakelh Carrier, Tsilhqot’in, and Nuxalk identity, language, and law. UFN belongs to the Salishan (Nuxalk) and Athabaskan (Dakelh Carrier and Tsilhqot’in) language families. Our people have thrived on our Keyah—our homelands—since time immemorial, guided by our Elders, uplifted by our languages and cultures, and connected through our shared responsibility for the future generations.
UFN continues to implement the UFN Strategic Plan 2022–2027, including the commitment to develop and implement a CPP (6.8 on p.27), that is described in this RFP over the next two years. This includes integrating a holistic approach to planning and integrating areas through a Social Determinants of Heath (SDOH) framework and lens. This SDOH approach recognizes that areas such as social, cultural, economic, and environmental conditions have influence overall the quality of life for the UFN members.
As UFN prepares to undertake a two-year planning and engagement process, this RFP invites qualified consultants to support UFN in developing a CCP with a renewed vision, renewed goals and renewed long-term strategic priorities, actions and indicators that connect departments and upstream factors.
